For scenarios with single playables, you can use skipselect to force certain playables, like this :
set Ash's_Scenario
skipselect Ash Ash
...
For ones with multiple playables, there's no direct way to limit playables but there are two workaround for that:
1. Use skipselect to force certain playables and set single credit + many lives. To allow player to change playables, set custom select screen after a level
2. Using script + tricks. The method I've coded is not so stable but it does work
