I think the levels where there are Zord fights, and only one Zord should controls should fall on the player that has the top score.
to have other players participate maybe the fight could be a a 2 to 3 round encounter, where ranking player # 2 gets the control in the second round.
or this:
top player controls zord movement
2nd rank controls projectiles
3rd rank lasers
4th rank specials
a super special move happens if all 4 hold button at the same time
