Good job Kimono! I'd like to see new stuff animated now! 
However, I don't really like the original palette but yours has weakness too IMO. I'm not an expert in colours, so it's difficult for me to make my thoughts clear and even more to propose my own version. But here is what I have in my head since I took time to understand my taste.
The original one doesn't use MD palette, nor yours. It's a double-edged sword but it's not always bad. My complain is specifically the feeling there are too much black outlines in the original palette, especially in the head part. But, that said, I don't mean it's a problem in itself there are black outlines because other SOR sprites do have ones (Zamza, MrX...). Maybe 22 colours make it different from other characters but I didn't check this hypothesis in many characters. And maybe Harakiri has more details than other characters, hence the difficulty to make him in the unity of SOR2.
About your version, I think there are not black outlines enough... Some outlines doesn't contrast enough anyway. The laces of the boots aren't really visible, for instance.
