Does anyone know of a Wondershare Filmora-type video maker that doesn't need an internet connection to work?

But you can't actually edit videos with that as far I know.
You said create, not edit - those are very distinct things. In any case, the only free software for download I know of outside of Wondershare would be Movavi. Other than it exists, I can't tell you much more. I use Adobe Creative Suite (for videos, the tool is Premiere Pro), but it's very expensive and not for beginners.
Maybe @O Ilusionista knows of some others.

You can try using DaVinci Resolve. Its a quite complete (and a bit difficult) tool to usem which is surprisingly free (althought there is a paid version too)
