Looks good enough, there are some rough stuff to touch yes but overall it's good. Can I say something about the overall thing, though? I am not the kind of guy making suggestions to others since I don't like when they do that to me lol.
Anyways, it's more about the whole package of things, you see, your game is called SF89 right? so you are going for full CPS1 content inside, resized characters from the franchise to match that look and feel, that's awesome, but you should really pay attention to the small details as well, for example, the game as it is now for me, in pictures looks great, but when I see it in movement, I can hear Guy's FF1 voice mixed with some SF4 US voice, and they don't match at all. Same goes for Cody and his FF1+SF4 voices, and of course the same happens to random SFX in the game, like the crowd, traffic, streets, etc. If you are going for the full CPS1 experience you should take SFX from the vast CPS1 games library and CPS1-like games around, there are plenty of them and it will make the whole package even better, to be cohesive. Also, using CPS1 SFX doesn't mean you have to keep them in low quality, if you are aiming this game to be mostly PC played, then go full HQ with everything, I mean, it's 2023 already, games are suppoused to be kinda big in filesize these days.
Same goes for the music, CPS1 + Arranged + Remixes obviously don't match at all, but hey, that's just me, I take all of those stuff in consideration when I make a game so it feels like a real commercial game of some sort, I had to downsample lots of HQ SFX for UDD since I want it to feel like a real 16bits game.
