I wonder if you can make a shooter game that is similar to Pocky and Rocky in SNES...Is it possible on OpenBor?

For sure.  Check out ClaFan by NickyP, he has done work on levels like this.

Yes it is possible with OpenBor to do that with scripts and such.  But it would be way easier to use RPGMAKERVXACE and a custom battle script to make a Pokey and Rokey type game.

I don't agree at all.  You can do this in openbor easily.  RPG Maker is a ton of work just to get basic things you have in openbor already.

Stages are probably a pain to setup, but it's doable.  Look at NickyP's mods for examples. 
As far as scripts maybe it would be required for the shooting system and character movement.  There are examples in Contra mod by Bloodbane.
