My advice to you for ripping Sonic Council sprites is to use the Bizhawk emulator 2.6.2, it's the only version of bizhawk that let's you remove layers of the sega saturn game you're playing that includes the sprites as well. That's how I was able to Rip the backgrounds from Nekketsu Oyaku...
