Custom interface for a scrolling beat em up

Hello, I was wondering what the easiest way would be to have a game interface that stays fixed on the screen and also allows you to move around the stage by scrolling.
Would you use fglayer or bglayer with a speed of 0?

In the Amiga era, beautiful game interfaces were modeled, an example with Wild Streets:

Thanks for sharing your knowledge and I don't know if any game on Openbor uses this concept?
