Does anyone know a good Motion Comic Creator Program?

I was wondering if there were any easy to use programs that anyone knew about that could take a one frame image and turn it into some sort of motion comic?

What comes to my mind is Manga Studio though I haven't used it. It doesn't have to be in Manga style if you're not interested in that (Manga/Anime) style. You can use it I think but I hear that you would need to purchase it probably for fuller version (kinda similar to purchasing Adobe Photoshop for use).

Thanks guys I got after effects I didn't know you could make motion comics from it though.. I will have to check it out. Now that openbor can add movie type files to it I wanted to make motion comic cut scenes for my commercial game
