I want to make a game/fangame for OpenBor

I'm a total beginner at all this. Yesterday I was extracting the “.pac” file from “Beats of Rage” to create my own fangame/game. But I’ve noticed that the tools are outdated or very awkward to use (at least in my experience). What tool do you recommend for editing stages? Or what should I download to be able to make my own game/fangame on OpenBOR? Because I feel like Beats of Rage is very outdated in some aspects

Continuing with my point, I’ve also noticed that when you change the resolution in “video.txt” for “Beats of Rage,” the sprites or “panel” on the stages don’t sync with the resolution. Is there a way to fix that?
