If you are referring to an exactly traditional 2D fighting game genre, like DC said, they're still in progress, but not finished. Mine is one of them.

Not sure what you mean and if I understand you right, but two meanings of that come to my mind in response.
Literal: Hehe. Didn't know that SSF2T was never released for Genesis, but I did try it on an arcade as a kid. I did also try SSF2 on Genesis and do still remember the themes from Dee Jay and T. Hawk, as well as the ending of M. Bison and the credits. If there was a hack of it, it would've been awesome to see. It'd be like seeing Final Fight in Genesis version instead of Sega CD.
Metaphoric: Yeah. I guess mine might be one of the first (traditional) VS fighting games to be released in OpenBOR. Who knows.
From the look of your avatar, it reminded me of my cousin showing me Street Fighter EX2 Plus when I was a teen and she bought it for me and my brother. Man, good times when my brother, my cousins, and I played it.
