Could I use Flash Animation for Openbor?

If I animated sprites using Adobe Flash (or drew backgrounds/levels using Photoshop), and exported each frame as a gif through the bor palette, would They still work even though the "sprites" aren't pixelated?

I'd say it's a good idea. By animating, you can see how the character animates before being played in game
If you can use single offset for all sprites, you can save yourself some time setting bbox, offset and attackbox
 
Animating before you start coding is a good idea , just have some plan so you know how many animations you need , It will be easier to add new animations once most of the basic ones are done.
