need some help

pal.act is only required if you're planning to use Beats of Rage palette. if you don't have it, you can create your own palette as described in tutorial page :)
 
PAL.ACT is only used in 8bit mode, this is for mods that use the same palette for everything.
The engine is not limited to a single palette anymore.

You don't really need to worry about it, just run the game in 16bit mode.  You may also want to consider different resolutions.

Note: this process is for MUGEN, but basically the same for OpenBOR.  Just make sure transparent color is INDEX 0 for openbor.
 
thanks. i wanna make a new game from characters of a fanzine that i made and i have no idea about programming, i tried to modify some modules , i learned some things but still don't get anything , so first i want to create all the sprites and background for myself , and then start puttin all together in the openbor engine maybe with some help of a member in this forum  ::)
well, here my questions:

there is a limit in the background lenght ?
is a good idea make all the sprites and backgrounds in paint?
something that i have to cosider before start?

I'm not sure what exactly you meant by background by I can tell you this:
- There are multiple resolutions you can choose
- You can have long levels

Why not? you can use any graphics as long they are compatible with OpenBoR
