His elbow drop move feels in-character and is a nice homage to Adon. Overall, he has quite a bit more spark than even your last few characters.
 
The elbow drop came about when thinking of a launcher attack & some type of air attack. I didn't really want to make his high kick into a launcher or give him a crouching uppercut, so I thought I would kill two birds with one stone & make an air attack into a launcher combo.
 
I looked in his animations and saw an aerial Tiger Knee. From there, I think his Tiger Raid should be usable in the air as well.  I noticed that you’re getting better at adding flame transforms than you were with your Ultimate Ken (I feel like with Ken, his Shippu Jinraikyaku should end with a flame transform).
