Yes OpenBor is limited to usingg up to 256 colors,  but 256 individual palette color for every character.
Not quite true. The IMAGE FORMAT is limited to 256, not the engine per se.
The engine can use 24bit png for many things. Dunno if Damon Caskey  or Plombo has plans to add support to that type of PNG for players too.
It is a double sided sword - it can give more freedom to creators but it can consume more resources - and we are aware that people loves to blame the engine for any mistake (90% of the cases caused by the users...).
 
:) hello friend, What they are trying to say is that, you make a palette of 128 base for the whole game, then you create an image, for example with 5 characters, these characters have different colors from your base palette, using the 128 base palette that you already have if have, it will take the colors of those characters and increase the amount of colors, if you have any boxes left, add another character and take more colors until you get to 256, then take more characters or elements, using the base palette of 128 that you already had, will add the new colors that those characters have back to 256, for the same levels, my levels have the base 128 and then I add the missing colors until reaching 256, it is not necessary to put together a 256 color palette for a character, with 256 colors that You get for 2 characters if they are treated in 3D, now the kof sprites, with a palette of 256 colors, I get 35 enemies, with remaps included, if you do not lose much of the game, it becomes blurred and you do not want to play it , is my advice greetings.  ;)

The engine defines an independent set of colors for each model, and it does this no matter what colors you use. This means you don't need to suffer any color loss at all because sprite resources never have more than 256 colors.

Please listen to O Ilusionista - you do NOT need to limit yourself to 128 colors, and you certainly don't need a universal palette for all the models. If you are using a global palette, you are just causing a lot of color loss for no benefit. It doesn't save memory or resources of any kind. You are just making life harder on yourself and the module look bad.

Sorry for my English, I wanted to say that when I left my mod half, I could only use the 128 colors for enemies and players and the 256 color levels, my mod used an older version of the engine, I didn't know that with the new update that You can now without losing colors, now the enemies that I am making use the palette of 256 different colors, that is, the previous one that you already created used the universal palette for enemies, now not anymore, since 2017 or 2016 I disconnected, now I am learning and adjusting the new. changes that have been made since the last update this year, it is hard work updating a game that leaves unfinished hehe, I was waiting for you to tell me something, you are one of my references, greetings ;)
 
The project is late because I am experiencing some problems and I also have no PC, not to mention this pandemic that is delaying even for my pieces to arrive, I thank you all for playing "Crisis Evil RE2" ... But don't worry because I intend to yes in finishing it. Thank you guys... ;D
 
I Ran Into Some Glitches With Claire's Campaign. I Went Through A Door In The Sewer As Claire Then It Asked Me To Play As Leon. I Thought I Would Play As Claire After A Few Stages With Leon, But That Didnt Happen :(. Do I Need To Start All Over With Claire??? I'd Hate To Go Through All Those Stages Again. . .  :'(
