I have tried countless times to get get this game but to no evail.  If anyone is so kind to possibly host it somewhere like Mega along with Double Dragon 4....I'd appreciate it

You can get it at the session of complete games, Netspider1 1 has already made available this game and other saga.

download all .js files of the game, rename it to .rar, then un-rar, then unzip and put the .pak file into Paks folder in your openbor.
For easy rename multiple files I use TotalCommander - select all files, press CTRL+M and type rar in Extension  ;)
For easy download multiple files use FlashGet or something, just select all links on the page and drag it over download box

P.S. Files are renamed into .js because hosting allow 10MB for .js and 8 for all other types, It's crazy but that how the things are, sorry for inconvenience.

I checked your link and found old release of "Double Dragon 3 The Dragon Stone" with bugs + 300MB wasted space for nothing
Better try this one http://www.chronocrash.com/forum/index.php?topic=2361.0  it's last release clear from bugs and 300 MB less because the author have made music in ogg format not bor. Ogg format is compression without loses whilst bor is uncompressed and take 10 times more space for same music
 
Followed all instructions and when I get the splash screen Open Bor crashes and that's it.  Not sure what the issue could be.  Maybe an older version of Open Bor?

Any other ideas?
 
It's play OK on OpenBOR v3.0 Build 3979 and above.
What version of OpenBor you use? go in Logs folder and check OpenBorLog.txt at the end. There is the version.

Some old games have issue with the latest OpenBOR. That's why I use little bit older OpenBOR because all old games run OK and all new games run OK too
 
Netspider 1, some time ago I downloaded Rocket Viper 2 V3.01, and it does not run in the 3979 version, you can suggest a version that can run this PAK?

I have been looking everywhere for a bug-free version for this amazing game, and now thanks to you i found it.  :) :) :)
