I started up a Squirrel Girl sheet today, using Cammy (SSF2) as the primary base, with Zero the Kamikaze Squirrel providing the tail. I will also use sprites based on her Avengers Alliance ones.

Cammy is always a great base, but, for Squirrel Girl, I'd suggest Foxy Roxy since she already has a tail. Anyway, good luck!

If I could suggest even another a char to add, it would be Hercules. Haggar could provide a good base, needing little editing to get it done.
(but since I haven't finished Spider-Woman in a spam of few years, what can I say  :-[ )
