You need stickman software from cutoutpro website, i have version 5.7.
When you install/unpack it then run it and choose open scene, then open this walk anim, there you have character to animate, you must choose "control points" its under palette icon like on this picture, then you make keyframes and move control points between every keyframe:
DISABLE canvas layer so it animates smoothly, i only enable canvas layer for easier separation from background.

Ctrl+ mouse button lock control point, shift with mouse click adds point to selection etc. theres readme on website also some tutorials on youtube.
To make your own character you need to have layers.
You can export this tree character with "Export" - selected figure.
Then on startup you dont choose open scene but open Figure.
Then you can see how its made, it mostly images inside of "deform" layers and thats it.Sometimes i add bones but it looks too much like cutout with bones so i tend to leave points how they are.
You can also make points blue and yellow to easier see left/right hands etc but i dont have time to do this so its only good if you have massive amount of control points.

So you can export to different resolutions, i export to uncompressed avi at 1280x720 then i resize the animation to spritesize and convert it to gif in jasc animation shop.
You can make hd hires sprites of course but tahts more work especially with stages.
So each body part is separate png file with transparent BG:

I assemble character choosing "new figure" from beginning menu.I can make vid how to do that its not hard, just press twice on image from "drawing" window then click twice on the very right in "Reference" panel and chose your png, then add "Deform" layer (from layers panel on left side where "drawing panel was),
Then in draw order menu on left drag and drop image to deform layer , then create control points and click on deform layer and choose "Setup" to pick which control points will control that deform layer and thats it, you go thoriugh this with every body part.
